Follow the Water

The consultant starts at the wash bay floor and follows the drain. Water runs through a trench drain into a sump or a series of settling pits, where grit and sludge drop out. From there it passes through an oil water separator, which lets petroleum float and be skimmed while the water goes on to the sewer or to a reclaim system. A reclaim system filters and reuses the water for the early stages of the next wash, and washes in water-restricted markets run at a high reclaim rate.

Each piece of that system is a potential release point. Settling pits and sumps are concrete or fiberglass tanks set in the ground, and a crack lets petroleum-laden water into the soil under the building. An oil water separator that was never pumped sends oil into the sewer, which is a compliance issue rather than a soil issue. A reclaim tank that leaks does the same as a cracked sump. The consultant asks for the pump-out records for the pits and the separator, since a wash that pumps on schedule has less sludge sitting in a tank that could fail.

Where the Water Went Before the Sewer

Washes built before sewer service reached the site, and washes in rural markets today, discharge to a septic system, a dry well, or a leach field. Petroleum and heavy metals from the wash water have been going into the ground at those sites for as long as the wash has operated. A dry well, which is a perforated chamber that injects water into the soil, is regulated as an underground injection well in most states and needs to be registered. Arizona, Washington, and several other states keep dry well registries that the consultant checks. A wash with an unregistered dry well or a septic system that took wash water for decades gets a REC in most reports.

Sludge, Chemicals, and Fuel

The sludge from the settling pits contains petroleum, heavy metals, and detergent residue, and in many states it has to be characterized before disposal. A wash that shovels sludge into a dumpster or spreads it on the back of the lot has a disposal problem and a soil problem. The consultant looks at where the sludge goes and asks for the manifests.

The chemical room holds drums and totes of soap, wax, tire shine, and acid-based wheel cleaners. Most of it is water-based and stored on a containment floor. The Lot Before the Wash

The consultant reads the fire insurance maps and aerial photographs for the prior use, and a former filling station under the wash bay is a REC regardless of how the wash itself has operated. What the Report Says

A sewered wash on a lot with no prior fuel history, with pump-out records and a working separator, gets a report with no RECs and a note on the sump condition. A wash that discharged to a dry well or septic system gets a REC with a recommendation for a limited Phase 2 at the discharge point. A wash built over a former gas station gets a REC for the tanks unless the closure file shows clean samples. A cracked sump with staining in the soil at the edge of the bay gets a REC as well. A drip on the chemical room floor and a stained patch at the vacuum stations get noted as de minimis.

The Phase 2

Sampling at a car wash targets the discharge point and any prior tank field. Borings go in at the dry well or the septic drain field, beside the settling pits, and around the former tank location, with samples analyzed for petroleum hydrocarbons, volatile organic compounds, and metals. Groundwater gets sampled where the water table is shallow or where a former gas station raises the question. A limited Phase 2 at a wash with a single discharge concern runs at the lower end of the Phase 2 cost range. A wash over a former filling station with an undocumented tank removal costs more.

Lenders and the SBA

Car washes are a common SBA 7(a) and 504 asset, and the SBA treats them as an environmentally sensitive use that needs a Phase 1 on every loan. The environmental professional has to address the wastewater discharge and any fuel history, and a wash with a septic discharge or a prior gas station on the lot gets sampling before approval.
